This PHP Function is disabled on some Servers by Default, so you have to activate it.
in aaPanel go to App Store > Installed > PHP > Settings > Disabled functions
looking for putenv and click on del
If you not using aaPanel open your php.ini and search for disable_functions and remove putenv
After that restart Apache and php-fpm or simply do a full server reboot
